Anybody ever look to see how a garage door opens? The top edge of the top section of the garage door has the upper set of track wheels still in the "radius" or curved part of the track (at least for 99% of residential installations), so the simplest, solution is to manually open the door, slowly and catch the the cat. Yes, you should do it carefully, but getting the Fire Dept involved?

The other obvious answer is a crowbar from the inside, and expect to replace the top section of the door.

This happened to my cat once. She ran inside the house right as I was closing the door, the safety door had about a 1.5 inch gap on the bottom she managed to fit her whole body in, half in half out. Of course I let her out immediately and she lived like nothing happen. So there's a chance this kitty made it! I hope she did!
