Saiyans in general have a tail and turn into mindless giant monkeys if they see a moon. Goku, Gohan, Vegeta and the others just cut their tails off, so they would not be able to turn into a monkey or, mostly in Vegetas case, because the tail is their weak point and they lose most of their power if it is touched by anyone.

Super Saiyan 4 is part of DB GT and not DB Z and therefore just plain shit.
