the photo frames are purchased separately. and they are usable in almost all spaces (but some have only a few locations for frames).

I'm not entirely sure, but if other promotional unlocks set a precedent for this (like inFamous Demo unlocking the Cole costume) then this should be available indefinitely.

Yes, the same Batman Batcave Outpost is available on the SCEE servers. Only the furnishings are unique to the Nort American Home.
