Option select is where you do an input that will result in one of two possible actions, depending on what the opponent does.
One example is, with Honda up close, have the opponent block a low jab and switch it into a negative-edge jab ochio throw. If your timing is good and the opponent doesn't reversal, you get the throw. If it's bad and they do reversal, you block.
A couple corrections to my last comment: option select can have more than two outcomes in some cases, and I meant "if it's bad OR they do reversal".
I don't think it actually was an option select, though I'm not familiar with Balrog's game in that sense. Just looks like a regular walk-in to me. Normal throws like the headbutt can't use negative edge, so you have to commit to an attack of some kind. OS is about guaranteeing (or almost guaranteeing) a safe outcome while making an attack possible.
The trick to OS is that you don't do one action then another (e.g. the block then grab you mentioned) - that wouldn't be safe. You do an input that results in different actions depending on what the opponent does.
e.g. in games like SF3 and SF4, when up close in a 50/50 situ and you want to be defensive, you can hold down-back and input a throw command. Because throws don't come out when crouching, if the opponent reversals you block it, but if they go for a throw you tech out of it instead.
