ONSHORE TOXINS In TX our TCEQ has a "permit by rule" loophole that is an honor system for gas drillers so they do not have to pay for emission control devices such as vapor recovery systems. If they "say" they are going to be under 25 tons of VOC per site per year, they are off the hook for installing emission control devices tha would prevent 90% fugitive emissions. We have over 15,000 wells under the radar without emission controls....fancy that for state loopholes.
