Because Taiwan was under the Japanese rule for 50 years. If you speak to a lot of the older generations in Taiwan, you'll find that they're a lot more fluent in Japanese (after Taiwanese) than Chinese. All the town signs, textbooks, music, etc. were in Japanese.
