I sincerely doubt that. There are plenty of people who think they are fluent, but they simply cannot hear themselves speak. SO many people overestimate their ability to speak a language. Most english people aren't even nearly fluent at their own language. However, I do agree with your point though, just because you live in eastern europe doesn't mean your english is bad.
