His hand speed is too fast, its hopeless; the key is to stay mid range, stay focused, never let your timing get thrown off, and constantly sho ryu ken his rekka kens, if you time the dragon punch just right, you can neutralize fei long's rekka ken.

Fei Long is a real good Character he´s extremly fast
And when he hit you with Rekkaken 3 Times it does nice damage
I also think that his "Fire Leg" Special is better than Ryus Shoryuken
I hate to have him as my opponent the only characters i stand a chance against him are: Sakura, Ryu, Sagat, Cammy

GG. But shoryuken is not always the best move aganist Fei Long. Fei Long is a counter hit charater. And when you shoryuken you are wide open.
