Did you ever think about it, that CO2 rights trading is a zero sum game? Because if the total amount of CO2 is limited you can only get paid if you emit less than your "fair" share. Where does the "big money" come into play here? I am not saying that some will benefit and some will pay for it, but your argument doesn't sound to be heading into this direction.
So if you pay for infrastructure to use it do you call it the "to get money" game as well?
3. Develop technology to produce more without emission
If you have a pond you will "never" catch more fish than what makes sure the fish can reproduce, otherwise once the fish is gone your economic basis is gone.The same holds true for air/climate.The cap here is on the CO2 units ("number of fish").

Often the problem is people don't like to listen because it would derail their own (economic) agenda! This holds more often true than not for politicians, so I am really sceptical about everything they try to sell you!

Global CO2 unit limit: 100
Countries: 5
"Fair" share: 20
Once you have emitted 20 units you can do:
1. Stop producing, i.e. stop emitting CO2
2. Buy units from your "neighbour", produce more
3. Develop technology to produce more without emission
