it's not the actor jon heder that made this when he was in film school, it was the director Jared Hess that made this as an independent film. It got popular and Hess got the budget to make the movie from whatever company it was. It's called peluca as is shown at the beginning and it's an extra feature of the Napoleon dynamite dvd.

It was done by the director of Napoleon Dynamite, Jerod Hess. It's more or less the seed that the big movie was made from. If you buy the DVD and watch with the commentary on, he pretty much tells the whole story. The reason it looks so "grainy" is cuz he "over-exposed" the film while filming it.

The main reason it's grainy is because they'll be using a film stock with quite a high ISO. They give this to film students because it's alot harder to mess up in terms of exposure, but as a result you get stuck with mammoth grain.
