there is a quest like glathirs in the shivering isles but I waited and it said the guy had died. I found him at the bottom of some stairs and thought 'what did he fall down the stairs or something'

haha i remember once u did this on a save, but the factions got screwed up and the guards alll teamed up and killed all the civilians so i fought alongside the civilians but at the end like 4 quests were ended because the people died xD
