Yes, it will look fast because you bug + 15kts on the ref speed and also they may have been at a heavy landing weight which also means they are going to be faster. On top of all that the procedure on the 800 is to land flaps 30 in those conditions. Hope that helps.

Now on the flap load relief.....rubbish mate. It is recommended to use f30 in gusting conditions fact. Allow me to present the figures to you. Difference in Vref30 and 40 is 7kt....yes ;). With 40, flaps WILL retract at 163kt to flap 30. With 30, the flaps will retract at 176 kt to 25. EG vref 30 150kt.....vref40 143kt....as per above figures 163-143=20kt margin whereas 176-150=26kt margin. So with 30 you have a bigger margin and i guess this is the reason BOEING recommend 30 in gusting wind

No, He was coming in on correct speed. Firstly B738 has a higher landing speed than some bigger aircraft including 747. In strong wind conditions it is Boeing rule to add up to 15kts to landing speed. better control and if its gusty the instant loss of wind (gust) will instantly affect your airspeed. So if you flew normal approach speed and it gusts you could potentially stall. You therefore fly up to 15kts faster (dependent on wind) and reduce this off in last few feet. All Airlines do

Your story on the landing with flaps 30 I also dont understand. In gusty weather its ok to choose both flaps 30 or flaps 40.
And as a pilot ;) you should know that if you select flaps 40 instead of 30 your vref is lower then when you land with flaps 30.
So with either landing flap the margin to to the flap load relief would be the same.

The aircraft is facing the camera for the first 10seconds. The camera is not on the runway therefore indicating a crosswind is present.
