it is not hurting people as their is a metal cage around it(for a small amount of time you can see the discharge energy when it hits; as the electrons rush to get into the metal and hit each other makeing more light)
This is very similar to a Plasma speaker - -- - - Where the resonating frequencies of the electrical discharge is "tuned" (via many electrical processes) to work as a speaker.
It basically vibrates the air with electricity, at a controlled rate.
And yes, someone else is making the music, they just plugged themselves in.

cause its not a 2 bit song, literally, these were midi songs so theres just one set of notes to get at a time, the song hell march was a full on song, alot more difficult to figure out what bits to keep and drop cause the coil is just one instrument making a bands music... and he's prolly lazy

It's not the voltage that makes the sound. It's a rapid switch of the electricity on and off. Switch it at the correct hertz, you get a note.
