I think it is because of the same reason as Rosalie is not Cullen but Hale - so than he can marry Alice officialy is he wants, if they were brother and sister (both Cullens) it would be actually imposible to do it...

I know loads of people have already answered but . . . It was because Rosalie's second name was Hale and she was too proud of it to give it up and become a cullen. When Jasper came along him and Rosalie shared similarities (such as hair colour) so they pretended to be fostered twins, called Rosalie and Jasper hale. Hope that made some sense ;)
