The PS3 has 256MB of system RAM and 256MB of graphics memory, not 512MB for each. It isn't shared, which is why L4D on PS3 isn't possible.

Map Packs wouldn't be free because PS store charges a fee to devs to sell their DLC. Since Valve publishes and distributes L4D on their own network, they can give out shit for free.
