I see there are traffic lights facing the other way. Are they part of this railway crossing? In my hometown, the traffic lights stay red in combination of the usual train signal lights red and gates.

The veretical crossing is very unusual. Look at all the graffiti on the cars passing by at 0:57, 1:01, 1:13, 1:17, 1:22, and definitly 1:31 !
