Thanks for the comment. Bark collars are basically used as a training tool but they can be painful to the dog. Newer bark collars emit a high-pitched sound that dogs don't like. Thoses are more humane.
The bark collar used is a multi-function bark collar. It has a variable voltage regulator (which was turned up all the way for my friend) as well as a switch for it to emit high-pitched sounds that dogs don't like. The actual owner of the dog only uses the sound and not the voltage to control the dog's barking.
The white dog you see in the video is the one who wears the collar. I baby sity him occasionally. In my apartment I don't allow any of the dogs to wear a bark collar.

I'd never do that to my pet. My neighbor has to by law because his dog barks 24 hours a day. If not, the dog gets put down.
