If you see the animated vignettes, I'm pretty sure that those zombie-like creatures are the tormented souls, begging Claudio to release them, so that they may sleep in peace. In the end-of-things, so to speak, I believe that the once-tormented souls are thanking Claudio by hailing him as the savior.

I heard somewhere that the significance of the 57 "Hail"'s is that when this song occurs there are 57 planets left in the KeyWork and it's all the inhabitants of those remaining planets honoring Claudio as he fulfills his fate of destroying the planets. I could be wrong though.
i really believed that in this song the writer is speaking to the writer and the writer is offering to take him home to live freely but the crowing declines so that when he dies, the world will come to an end, to end the red army and everything that comes with it.
Claudio has already died in The End Complete IV: The Road and the Damned. This is actually the writer saying goodbye to the world, and Sirius Amory, the maker of the Keywork. At least thats what I think. The Hail is the final march of the Red Army. still praising Wilhelm Ryan. Unfortunately, this song is about the end of the world, as the entire keywork collapses, Claudio has avanged his family, but, he could not stop Ryan.
I watch a lot of interviews with Claudio, and I am constantly on the Cobalt and Calcium forum, Coheeds fansite, they have great pages there on story meaning. Also, once more, I watch a LOT of interviews with Claudio.

its not nearly as sad as some are making it sound. hes saying goodbye to his past life and the expereinces that have made him who he is (both claudio sanchez and claudio kilgannon - his character) and at the point where he says "so long Amory" he's being so optimistic. he's excited for that final drive on the street that he grew up on, reliving his past expereinces one final time. Claudio is a genius.
