I think that Plant Man was most unfair stage ever made in a Mega Man game.

And you know what else is unfair? You get the Rush Jet Adapter after you beat the stage.

I was like "Please don't make me acquire the Rush Jet Adapter after Plant Man stage" but I have to beat it to get it.

What was Capcom thinking?

I started on Flame Man stage and I'm stuck on Plant Man stage.

If I started on Tomahawk Man stage I'm down to Plant Man stage for last and I can't beat it, I'm going to have to use a password.

I'd say this is the best boss to start with. If you do this first, you can get the rush jet adapter right away and be able to obtain Beat as a weapon by the dr.x levels. Otherwise you'd have to replay some stages.
