Why does your wanted level randomly go down sometimes? I was going for 6 stars, but at 4 or 5 stars it would drop to 3. Even at the airport. It happened in this video, too. He was at 5 stars and dropped to 3.
Im inclined to think this is something semi-official. A mod maker would have to know some serious gaming code to produce this- I say only a proper company could do it.

thats not how u get it thats a mod my friend had that mod you need a modified version of gta 4 plus modified xbox trust me its not 100% ive gotten 100% completion few times now an never did it give me that not until my friend showed me the mod did i even think it was real its a mod end of story
