The reality is that it won't...but there isn't a realistic way to get this issue resolved in one move. Anything too drastic will not get enough votes to pass. Starting with 18 and under gives you a (relatively) low cost platform to build on. Once it's passed and proves that it could work, then the age can spread to under 30 then 40 then 50 etc.
