I don't know about the police not hassling people, but I agree Broadway was packed in the early '90s when I was a teenager. I remember my friend's older brother hitting Franklin in the '80s all the time. It used to be Broadway from about Franklin, to Front Street, To Old Sac with a lot of cars parked at the waterfront, which is pretty much gone now. Before dusk add Miller Park to the mix. Sacrament's cruising scene had to have been as good as any town's back in the day.
