Honestly, the only way you're going to keep this from happening year after year is to post police at retail chains such as Wal-Mart. Of course this would convey all sorts of negative sentiments, but if the people can't curb a massive equilibrium of negligence and personal irresponsibility then it is the job of the government to step up to ensure the welfare of the populace.
