Back in the old days, it was illegal to jump into a serve. Therefore, the use of the legs was not even an idea. Players had to stay grounded. Long before players learned about ground force and the power it generated. Even back then, players could still hit a mean ball. The Sampras serve is truly one of a kind...perfect...but only he could hit it. Impossible to teach exact Sampras Mechanics. God given ability is half the battle. He had loads of it.
In 1961. The ILTF (International Lawn Tennis Federation) allowed servers to jump rather than require them to keep one foot on the ground. The ILTF was the sports governing body from 1913 to 1977.
Early on the feet did not leave the ground then later they did. They use to drag their toe when moving forward and making contact. They also use to finish with the racquet head on the opposite side of the body. They use to say the service motion was like scratching your back (the small loop made before striking the ball) and finish with the racquet head tucked under your arm (not really but close). In the past you had to have an all court game where today is just hold serve.

Rules were different. A foot fault occurred when you "entered the court" prior to hitting the ball.
