Spanish is my native language and "feliz sería que hora" sounds confusing even to me. It's grammatically correct but as I see it, there's not a real meaning since it's not a whole sentence. In English, it could translate to something like "happy would be the hour..." and even then that's just me trying to give some sense to the phrase.

That is what the song says, the spelling is correct and just because "sería" sounds like "serious" doesn't mean it means that. It's like "you're" and "your".

sera in french (similar to seria in spanish) means will be (the future tense of the verb to be).

in a complete sentence, the ending clause would include que (in french as well) heure (or in spanish, hora).
