@TheReaper1997 Update yr ram and CPU and maby deleate crap off yr harddrive if it is full. also if u have windows 7 it hase bandwidth restirictions so remove them and if none of that works call yr internet provider ask if there is some sort of restriction on yr intenet and if that dont work see if u can find a better internet company with higher bandwidth. thats all i can think of

@TheReaper1997 if you're are playing on a pc, then try to lower the graphics, if that doesn't work check your internet connection, if your internet connection is good, then you either have to buy/upgrade your PC, or simply just buy an Xbox or PS3, and GTA IV, and then try from there. (Check if virus or too many things on your PC is slowing it down, before you do any of the above)

That "Lag" section could also have been someone with a moded handling.dat file. Since the changes are local, you get a desynching effect as shown. Form my experiences, lag tends to do a lot of warping as well as some desynching.
