In my seventeen years of doing highway construction have never had an incident. So as far as i am concerned all companies out there need to look out for the safety of the workers and especially the general public. their taxes pay our wages.

This is negligence by the contractors and state.They should be held responsible. The driver of the truck is not at fault.
