Yeah, mere wishful thinking on my part lol. I mean, it could have plenty of plot fillers. You'd be a cop infamous for taking the law into your own hands. Your character being the one that actually arrests Elizabeta Torres, maybe framed for corruption by Francis McReary to keep the heat off his own back. Maybe resolve the case of the Heroin that keeps changing hands. Have your ex be Karen (aka Michelle), who dumped you for the UL Paper. Bunch of stuff, lol. But wishful thinking.

Besides, the animation for stealing cars would be different. Jimmying locks, rather than breaking windows... and flashing your badge to commandeer vehicles. Plus, the main antagonist could be Giovanni Ancelotti, since his family could be linked to a tragedy in the character's past.

It would be weird and cool to play as someone in Liberty who represents the law, and is perhaps one of the few who actually strives to enforce it (albeit, in his own way). But wishful thinking lol

Maybe since Niko crushed some of the Ancellotis' plans, the cop character could "Tip off" Dimitri/Pegorino's location to Little Jacob (and subsequently Niko) as a "thank you" note in a late mission.

Last mission could be sneaking onto Giovanni Ancelloti's boat and killing him as he tries to leave Liberty. For personal struggle, you could choose to rescue Karen (Michelle.. your ex) or not, since he could kidnap her during the mission. Choose between revenge or friend.
