not a very clean transition, plumb point was way off. Should never let go of rope with right hand. Brake Bar Racks are not like Figure 8 as far as using body as friction device, right hand should stay close to rack not behind back.
The other way is to set a large prussik loop above the decent device and hang it over the edge. Step into the prussik as it gives you a step, and away you go.
Doesn't he know that you should never let go of the runing end of the rope and also when starting a rappel with a rescue rack all bars should be properly engaged, he was missing one. Other than that a good try
The easier way of getting over a parapet/ledge on rope is to straddle it between your legs. Then tie off the rappel device with enough slack so when you swing your leg over the edge you sit comfortably just below the ledge.

Don't "shove the rope in a rack, don't go over the edge without the descent device tied off, or at least locked off....
