This conflict is between the Georgian government and the Russians, not the Georgian civilians and the Russians.
Accidentally killing a few civilians and targeting them are two different things. I have done allot of research on the abilities and likely behaviors of USA and Russia at war. It won't be a simple matter of tossing nukes around. Neither country is that stupid, though you can bet your bottom dollar that nukes WILL be used. The best thing Russia has going for them is economic independence. In other words, they are more capable of operating as a war time economy. That CAN be the deciding factor.
They best get this behavior under control if they are going to go to war with USA, a near future possibility. The American people would probably be happy to see the current government destroyed, but if they start targeting civilians, they are going to find themselves up against tens of millions of armed and experienced citizens who've turned the country in to a mass booby trap and sniper field.
