I don't support Mr. Vickers view on one-child policies and on China, and I'm totally opposed to global gov't ideas; but I think what he is saying about Europe and US is not wrong. There are now in both places are large body of people who are permanent recipients of redistributed wealth either through stipend or tax funded salary. I think these are the unproductive people he's refering to.
