OK Chreestov in answer to your questions-this girl was named Maureen Flannigan. She was the star of an 80s sitcom called Out Of This World (where this clip is from). She played a girl who was half alien and had special powers. It was kinda like Sabrina. The show was never very popular but had a loyal cult following (mostly preteen kids). It's never been released on DVD and is one those shows that time forgot. Maureen Flannigan has been a lot of other stuff, mostly TV movies and series.
