That's nothing compared to the St Gervais - Vallorcine metric line in the Alps where 9 % (1:11) can be reached (on conventional track -- no rack there). IIRC, for conventional 1435mm-gauge tracks, maximum gradient is over 4 % (1:25), in the Pyrenees. Of course, that's only for France.
