God gives us a choice whether we want to be good or not. He absolutely has the ability to just let us all go to heaven, but he allowed us to choose that ourselves. The angels also could choose whether to follow him or not. Many saw him as the true God, but some, like Lucifer, was envious and decided to turn against God. That was his decision. God doesn't force us on a pathway. He allowed us free will.
