Think its kind of stereotypical that you say that people in prison are uneducated. Many people in the prison system were educated before they went, and there are many educational programs that are taught through many prisons. Putting 27,000 more people out on the streets looking for work may not be the best choice for an already job starved state.

i was curious about these stats so i went to the bureau of justice statistics website. they say that 68% of prison inmates have no high school education. however 26% get their GED while in prison. wow, so it looks like only 32% of people have a high school education upon entering prison. i didn't get the stats on college education. that would be interesting. it's rough out there man. i have a college degree i have yet to use. i'd rob a bank if i had any balls. ; )
