Thanks so much to the poster. I'm an american but I lived in London in 1993-4 and remember this commercial very well from that time playing on the TV. I was (am) a huge Velvet Underground fan, so you could imagine my surprise/delight on hearing this song in a commercial. And I mean, its a song about S&M! WTF, using it to sell tires? That's so weird!
Ah yes Tony Kaye ... hahaha, should have known. Can you imagine the horror of the client and ad agency people on set while this was being shot, not to mention in the editing room. I'll bet someone got fired. It takes a nutbar like Tony Kaye to have the arrogance to actually try something like this.
I remember years ago watching an experimental video with LEIGH BOWERY performing and using video art to VENUS IN FURS on Channel 4. This advert always reminds me of it.

the track was chosen quite late in the day by the editor, Peter Goddard. it's a good example of what editors don't get paid for.
nobody at the agency got fired as far as i know. in fact, quite the contrary, huge pay rises and reflected glory all round.
