I knew some "loan officers" at one of those subprime places, and because it was basically glorified telemarketting, the only way to get above minimum wage was to "bonus" with commissions. IOW, they were highly motivated to fudge numbers, and their supervisors turned a blind eye because "qualified" borrowers would not be calling them. They targeted the check-cashing place demographic.
