@PoopieMan132: Basically you're just doing a move several times in a row. It is technically possible to do on a console, but probably not with the precision I can do here, since I'm using an emulator and going frame by frame to execute the command.

up, down to forward+attack

so basicly after you did you up, you do an hadoken motion... pretty hard to do repetitivly, you won't make it perfectly like in this vid, but it can get close to it.
