No, she didn't--it's the same seiyuu (voice actress) through-out the entire series. I think that she either:

A) Gained more experience and naturally changed the voice.

B) Changed from the older version, to show that Luchia had aged in both power and mind.

or

C) The seiyuu's voice had changed, which is rare with girls.
