In Silat and Kun Tao, that is one of the ways to train pulling the head down to a knee strike. When you see the hand slap the knee, envision someone's head getting caught between with that level of speed and energy. It'll definitely ruin the attacker's day!
TO get the sound right. Its to work on your speed, because you can't watch yourself do it (unless you record yourself and watch it over and over) so the slap helps you work your speed. Eventually, it should all sound like only one sound.

to confuse the enemy with sound when they move and it helps ignite ones own ablity withstand blows and call ones energy into action.

I think for a psycological warfair type deal.
put distractions onto your apponent & make him or her twitch & flinch kind of thing.
