The USSR had many presidents from different republics, Stalin was Georgian, many were Ukrainian, like Brezhnev. USSR was USSR, not Russia. Russia was RSSR, Georgia was GSSR, Belarus was BSSR and so on. It was a different country. Its like saying the UNITED STATES of AMERICA is New York.

@rusgreek Georgia's only independence was for a breif moment before Russia annexed it after the Communist revolution which was lead by Lenin, Trotsky and on a lesser note Stalin. Russia when it was in power also annexed and controlled Czechoslavakia and on some level Poland, Ukraine even Albania by putting puppet leaders in charge that only had Russia's best interests in mind, So by the Swallowing of all those Countries Russia did in fact became and was known as the USSR just look at an old map.

Eastern Europe had puppet regime's, true, just like western Europe had puppet regime's.But the USSR was NOT just Russia. Every SSR had its own government that answered to the general secretary in Moscow (because it was the capital, not because its Russia), the general secratary could be anyone from any republic.
