The worst mistake you can make, is to fight a landlord over a discrimination issue, Because if you beat the case and move into the unit Or home, what landlords like that do is go up on your rent. They either go up on your rent, or tell other tenants to harass you, Or they wait until they see you leave like on your way shopping and go in your apartment and steal things vandalise etc. Its just better to continue to apartment search elsewhere.

idk 4 shure but i believe the fair housing act applies to housing in exchange for money. If the deal was that the new orleans survivors stay for free then the homeowners should be able to dictate who stays on their property. From a capitalist point of view if a person doesnt want a person to stay at on their property they make it unpleasurable/unpractical for the asking tennants. ie: price, community, neighbors, the property itself, ect.
