On November 16, 1937, Chiang Kai-Shek decided to abandon Nanking and ordered that the KMT agency should complete preparation of withdrawal within three days. Zeng Xubai, then chief of the international propaganda division, said in his autobiography (vol. I, p. 201) that the central propaganda bureau funded the publication of Timperly’s What War Means and Lewis S. C. Smythe’s War Damages in the Nanking Area. Both of these books must have Chinese propaganda books.

It was doubtful why they could obtain these goods in Nanking where any commercial circulation was suspended. As Guo Qi testified, those commercial goods were stolen goods. Chinese government might have pinned their crimes on Japanese soldiers.
