an old turn table with the appropriate cardboard tube and cutouts with a low-watt lightbulb suspended inside does the trick...but now there are LED goggles with strobe and headphones with various wave sounds are available..they tend to give me a headache, but the effects are still quite lovely.
I made one out of an old printing plate and cut the template with a scalpel. Almost chopped the end of my nose off by getting too close. So yep they are hazarous.
Well, if I understand correctly, any light source flashing at the right frequency with enough punch to get through your eyelids should do the job, although it's not quite as romantic as having the device in the room with you. Netliberty have a javascript version - google for it.
If you mean a hi-res version of this video clip, then the answer is no. The scanning rate of your computer screen (or television if you were watching a dvd) will interfere with the rate (rhythms) of the dreamachine and will prevent synchronisation with your brain-waves.

weird, there's no audio. I remember moroccan music in this video...However, tried it several times when I was younger, it didn't work that much...
