It means 'When the Cicadas Cry', from the series 'When they Cry'

When they cry 1 = Hiruashi no Naku Koro ni, 2 = Higurashi no naku koro Kai, 3 = Higurashi no naku Koro Rei, 4 = Umineko [Seagulls, Higurashi means Cicadas..] no naku koro.
