Interesting, Brian! Who ever heard of a STUMP being installed before? Very unusual-- and I believe you assume correctly-- they couldn't have missed it. That's interesting enough news for an internet video or even a human interest piece in a newspaper-- never mind what the bitter fellow above says (very impressed by how much self-control and civility you had in your response, BTW). Lived in Houston for 13 years myself, and saw my share of incompetence (in the educational system, where I worked).

Thanks for your supportive comments.Sonicbob has a video on "Roxy having pups"No audio. Not sure what that is all about. I see awesome amounts of stupid things that people do. Maybe this was a prankster ironically doing it at the same time the city put the grass in. By posting this it could bet that others have had a similar experience. The subcontractor did not know me or even see me. I was not around when it was done. This is a big city so one usually does not know people on the payroll. He probably gets paid so much per job job repair the grass around torn up driveways. I would think the city is responsible to inspect the job before paying for it.

Hire a crackhead to take it out. It looks like it is on easement anyway.If you take it out you can get arrested. If a crackhead takes it out he will be out the same day.trip over it and sue the city you know the american way.:)
