what it really means is that when you cross strains you initially get different phenotypes by picking the best phenotype the breeding with that one, you stabilize the plant till you only have one phenotype, the more times you do this the more stable and more constant.

unless they had a laboratory and a crazy laugh then they were lying to you, the only way to cross two plants, practically, is to take pollen from one plant and pollinate the other plant, the seeds produced will give off plants with characteristics from both parents, then from all the phenotypes that this gives you, you pick the best one and stabilize it by back breeding with the parents.

I've seen plant grafting before with a shrub. It's just not practical with weed plants, it's much easier to breed them.
