no, it was in Japan Home only (needed a Japan PSN) and it wasn't for sale. it was the welcome back gift for Japan users (so you needed the japan pen BEFORE the shutdown and needed to pick up the space for the 2 weeks it was offered
This was the only thing Japan Home give to it's users was this apartment, while the Hong Kong, European Home, US Home gotten not just free spaces, but also 100 free items. Japan really let the ball slip on this one.
FYI: This personal space was given to the people for free as an apology who signed up for a PSN account in Japan before April 2011, due to the hackers who had breached Sony's security and stolen PSN account information and credit card numbers. It is part of the Welcome Back package found under the Japan PS Store. To everyone who has a Japanese account on your PS3, please check your Japan PS Store and see if you got yours for free. It is located under the white and blue sign, once you go inside.

there is no specific 007 space...but many which could be seen as 007-esque.
i suggest you browse my videos and take a look at the videos which interest you
word of warning though -m there are 72 different spaces worldwide
oh! and read the descriptions to see what is Home North America and not Europe or Japan.
