If you takeway that 6K from your challengs then it's only 14K. The best way to level up is to play Team Defender with Doulbe xp = Quad xp with Specialist.

I can get 5k in game XP easily.

Use tac inserts(make sure you pick up your own tags for 250xp), Ballistic Vests, SAM Turret, Recon Drone.

the fastest way to level up is kill confirmed put a tact down and run and get killed then pick it back up... with double xp its 500 xp per death
