He's value-betting. Somewhat thinly. He does this with a straight on a 3-flushed and paired board because it isn't likely his opponent has a huge hand but may try to catch a bluff by him with a weaker pair or something like that. This lets him bluff a lot more often also because the possible good hands he could have is not limited to only the nuts. That's one reason why it's so hard for people to beat him.

@EGarrett01 nah thats not value betting bud, value betting is getting a worse hand to call u and he cant do that at all.... Only hands that beat him call. No EV as far as image, i get that but this spot isnt one. Stacking off for image is a baaaaad idea, he doesnt adjust well to who he plays, he makes them adjust to him, thats why he is so good but thats also why phil can check back big hands. if he has showdown value, just show it down. pointless bet, he'd say he misplayed it i guarantee it

If you don't think a worse hand will call watch Phil Galfond's youtube vid "Isildur1 Hands" where he's calling down Isil's shoves with second pair. Everything you else you said is just painfully wrong ("he doesn't adjust well") and is disproven by the words of basically everyone who's ever played against Blom. One of his biggest strengths is how perceptive he is and how often he mixes up his game.
